Yes, that is a Cholla Cactus, and they are also called Jumping Cactus because it seems as if they jump right on to your shoe or leg. They are mean! :0) But hey, it's their desert.
Thank you, Cherie, for enlightening me about this unusual plant :) I think most cactuses (or is it cacti??) are to be avoided up close. My personal experience speaking here! I can't tell you how many times I got pricked, nastily, before I learnt my lesson :)
We have a few in a tiny bed beneath our side garage window and, when I worked in there to remove dead leaves that get themselves stuck on the thorns, I'd often not be wearing gloves and would imagine, foolishly, that if I were very, very careful, I could extricate them one by one without being attacked. The cactuses won each time!!!
Now I'm wiser, even though clearly a very slow learner ;)

That looks soooo steep. Can you climb it? Good photo.
What a great view! Does it snow?
Another bootiful picture.
Beautiful, silent, looming peak...lovely!
I really would like to know what kind of plant is in the foreground, Cherie? Is it also a type of cactus?
